Programs Resource Manager

Job Brief:

The Programs Resource Manager is responsible for understanding mission, programs, and business unit needs of the operation to create, implement and administer staffing initiatives to serve our customers’ mission and strengthen program/project execution. This position reports through BlueHalo’s Human Capital, but works directly with Business Unit Program Management, Mission, Security, and Recruiting.

Qualifications:

• Bachelors degree + 5 years related experience in federal programs and contracts.
• Demonstrated experience in requirements analysis, resource allocation, and reporting.
• Knowledge of engineering jobs and technical requirements
• Excellent verbal/written communication, presentation and interpersonal skills; including the ability to work with and through others to get things done – Make the Mission Happen
• Desired: classes or training in project or program management
• Desired: TS/SCI with Poly

Roles and Responsibilities

• PROGRAM RESOURCE MANAGEMENT & SUPPORT: Identify openings, qualify LCATS, and help with the overall placement and acclimation of candidates on contracts.
• Be the “quality control” for staffing needs while working with administrative team on contracts to efficiently place and manage contracts.
• Format resumes per contract requirements
• Work directly with candidates post offer to facilitate clearance transfer and customer approval
• POC for Program On-boarding
• Assist with contract reporting requirements
• MANAGE: Facilitate the tracking of staffing activities, weekly reporting, and identifying opportunities for improving candidate experience and scheduling efficiency through communication and collaboration with the HR, recruiting, and Program/Mission Teams.
• CONTRACT, CANDIDATE KNOWLEDGE: Have a base line knowledge of what each contract does, the skills required to complete the work, and the desires and skill set of Business Unit technical team.

• Work with Recruiting, Business Unit and Program Management to determine the best fit for all in the staffing process.
• Develop and maintain relationships with employees to aid in career mapping and skill development

• BD/PROPOSAL SUPPORT: Primary Staffing POC for BD and Proposal work.
