    This position covers three key areas:

    1)  MDA/ESI Financial Management

    2)  MDA/DE/S Integrated Master Test Plan (IMTP) Team Coordinator

    3)  MDA/DE/S Program Control Support


    Provides systems analyst expertise and support to enhance the Missile Defense Agency (MDA) Modeling and Simulation (M&S) Integration.  Provides development and configuration management for financial planning and controls data.  Financial data are used in briefings, documents, and management review materials for the Director of M&S Integration (MDA/ESI). 


    Responsibilities of this position include, but are not limited to the following:

    Define, structure, analyze, propose, and implement effective program performance improvement initiatives.  Identify process improvements and workforce efficiencies to improve the program’s effectiveness and cost savings within the MDA.  Develop methods and tools that integrate diverse information types, streamline information flow, and improve data visualization and reporting techniques.  Coordinate a team of functional representatives for the development, design, analysis and review of the IMTP and Agency’s test baseline.



    Work Focus Areas:


    Financial Management:

    • Interpret and analyze financial data and provide estimates, forecasts, risks and recommendations to program leadershi
    • Design and maintain financial and program performance reports to include summary dashboards, quick looks, and interactive and dynamic graphs and tables
    • Develop and maintain financial data files, tools and reports for program execution reviews, requirements tracking, cost estimating, and budget management
    • Sustain MDA/DE/S and MDA/CP Cost Model and estimate for all MDA/DE/S support to IMTP requirements, Budget Authority postures
    • Participate in the development and maintenance of detailed FYDP spend plans and tracking of obligations, cash release, accruals, and expenditures
    • Participate in the development of FYDP cost estimating and “what if drills”
    • Assist in the preparation of documentation necessary to transmit funding to external performers
    • Design, development, maintenance, and troubleshooting to improve, advance, or simplify program business processes
    • Successfully interact daily with internal and external stakeholders, customers, teammates, and performers



    • ·        Work directly with technical and engineering teams to understand, measure, and monitor existing processes, procedures, deliverables, and uses of the agency’s ground testing program
    • Analyze and recommend business case solutions and improvements to program leadership for near-term and long-term planning initiatives
    • Innovate to develop new methods and tools that support immediate customer requirements and enhance business and information capabilities over the long term
    • Translate complex technical information into widely understood language to support decision-making
    • Perform research and analysis on a wide range of strategic initiatives for Modeling and Simulation development, integration, and execution
    • Develop and track key program metrics and indicators and report regularly to program leadership
    • Advise on risks and trade space



    • Support the development and review of the Agency’s test baseline and the IMTP, to include requirements identification, test and venue allocation, budgeting and affordability and cost/schedule/resource deconfliction
    • Support definition of IMTP baseline and excursion in the Integrated Master Schedule (IMS) and identify capacity assessments for all production/execution tasks
    • Maintain Joint MDA/DE/S and MDA/EEV System Post Flight Reconstruction (SPFR) and Post Flight Reconstruction (PFR) schedule and new capabilities desired
    • Support affordability drills
    • Engage MDA/DE/S with critical IMTP and Test Configuration Sheets (TCS) reviews; prepare and consolidate comments for staffing and government review
    • Participate in and communicate results of MDA/DE and MDA/DT IMTP Planning to the MDA/DE/S team
    • Coordinate MDA/DE/S IMTP distribution, Q-Date reports and Element by Mission reports as required
    • Document new Ballistic Missile Defense System (BMDS) functionality and element capabilities planned
    • Document Continuous Digital Integration Initiatives
    • Maintain knowledge of VV&A plans required to deliver IMTP content and accreditation state of all planned events
    • Define M&S and MDA/DE test infrastructure required and sustain Ground Test infrastructure briefing
    • Participate in the IMTP development, and other related venues as appropriate
    • Support formulation of long and short range schedule change proposal submissions
    • Research and analyze tasks, dependencies, and resources for tactical and strategic planning initiative
    • Establish automated environments, VBA macros and process improvements to synchronize the program's schedule, cost, and resource plans and estimates


    Program Control:

    • Assist MDA/DE/S Program Control with; Maintenance and updates of Core Executive Review charts
    • Allocation of Cash Release, budget management
    • Management of the Control Ledger




      -- MA/MS with 10+ years of experience (or BA/BS with 15+ years of experience) in Financial Management, Economics, Data Analytics, Scheduling, or other relevant field

      -- Secret security clearance that has been active within the last 2 years

      -- Must be a US citizen

      -- Experience working with a mix of engineering and business management communities to develop and deploy financial management and business analytics solutions

      -- Demonstrated ability to coordinate with technical teams to understand key processes and deliverables and effectively identify and monitor meaningful metrics and key performance indicators

      -- Strong experience with MS Office suite, particularly MS Excel

      -- Experience with MS Project (2013 or later)

      -- Experience developing and manipulating relational data tables and Pivot tables

      -- Experience with VBA, SQL and related languages to support data integration, analysis, visualization and reporting

      -- Demonstrated project management skills including budget management, cost estimating, and scheduling

      -- Ability to identify and articulate schedule strategies and goals

      -- Ability to correlate schedule information for analysis and reporting

      -- Ability to forecast schedule timelines and assess schedule risk

      -- Ability to identify and resolve issues/disconnects within the IMS and related schedules

      -- Ability to work within a geographically distributed team
