Responsibilities

Program Management Office (PMO) responsible for developing and maintaining an Earned Value Management (EVM) baseline that interfaces with an MS Project resource-loaded schedule. The principal responsibility of this position is to ensure the program adheres to the company’s EVM System defined practices by providing support to the program’s functional managers and Control Account Managers. The candidate will support the program manager to satisfy the Earned Value Management reporting requirements of government sponsored program. This position helps drive effective project execution relative to cost performance, delivery performance and effective program resource planning. Successful candidates will analyze program performance (historical and predictive), monitor the forecasted completion data, and support recommendations made to the program managers and leads.

 

Duties adn Responsibilities:

  • Assists with the development of the program's cost and schedule baseline to be presented at Integrated Baseline Reviews (IBR) with the government
  • Ensures the program cost and schedule baseline satisfies contractual requirements
  • Assists with the development and execution of programmatic budgets and financial plans that align with the program baseline
  • Participate in the control of costs and schedules on contracts requiring a validated Earned Value Management (EVM)
  • Attends meetings and briefings to Government Clients on EVM and schedule performance
  • Prepares and reviews financial documentation such as Contract Funds Status Reports (CFSR), and Integrated Program Management Reports (IPMR)
  • Ensures compliance with American National Standards Institute/Electronic Industries Alliance Standard 748 (ANSI/EIA-748), Earned Value Management Systems (EVMS) and associated internal company procedures
  • Builds integrity, establishes relationships, and maintains communication with stakeholders at multiple levels, to distribute EVM cost information
  • Assists with the integration of data from Microsoft Project and Delteck CostPoint to COBRA and ensures accuracy of data
  • Develops and maintains artifacts and other program documentation
  • Supports DCMA Surveillance activities
  • Performs other related duties as assigned

Qualifications

Required:

  • US Citizen with active SECRET Clearance. Must meet eligibility to upgrade to Top Secret Clearance with Sensitive Compartmented Information (SCI).  Candidate must be able to obtain and maintain all required security clearances and program specific accesses as a condition of continued employment.
  • Three (3) years of experience in preparing and maintaining EVM artifacts such as: Control Account Plans (CAP), Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Integrated Master Schedule (IMS), and Work Authorization Document (WAD)
  • Experience working with Federal Government is desired.
  • Possess strong initiative and has the ability to work independently without close supervision.
  • Experience in program finance and government contracting for multiple contract types (FFP, CPFF, T&M).
  • Strong knowledge and experience in Earned Value Management System (EVMS) and EV tools including Deltek Cobra.
  • Scheduling experience is a plus. 

Desired Skills:

  • Proficient in the use of personal computers with the ability to use MS Word, Excel and Outlook
  • Experience with MS Project.
  • Familiarity with DoD Contracting environment.

Required Education:

  • Bachelor's Degree from an accredited university in Program Management, Business Administration, Engineering, or Computer Science and three (3) years or more of related experience preferred or years of experience will be accepted in lieu of a degree.
